Former Representative Titus carried this district by a 5.14% vote margin in 2008 while McCain-Palin lost the district by a margin of 12.76%. The Republican incumbent,
Jon C. Porter
, had held this seat since it was created in 2002 but lost in 2008. In a normal Republican year, the Republican candidate would have won especially since Rep. Titus did not even get a majority of the vote due to numerous third party candidates. In a Republican year like 2010, Rep. Titus was hard pressed to retain this seat. In the end, Representative Heck squeaked by her with a 1,748 vote margin. He might have done better except that Senator Reid managed to survive and the people turning out to vote for him most likely did not vote for Rep. Heck. Since those same voters will be voting for Obama in 2012, Rep. Heck will have a real fight on his hands. Given all of this, we can only rate this district as a fair bet to be retained by the Republicans.
