Former Representative Massa carried this district by 5,323 votes in 2008. The former Republican incumbent,
John R. Kuhl, Jr.
,who had barely won in 2006 with 50.66% of the vote, did lose to Rep. Massa even though McCain-Palin carried the district by 2.22%. When Obama-Biden did not carry this district in a terrible Republican year, how could the Democrat incumbent survive in a banner Republican year with a strong Republican opponent like Tom Reed? Once Rep. Massa resigned under the cloud of a scandal, the result was a foregone conclusion as indicated by the 13.21 point margin Representative Reed racked up. This is why we rate this district as one of the better bets for the Republicans to retain this seat in 2012.
